Various agencies handle different topics, and various places deal with different locations. This guide will help you find the benefits you're entitled to. Part of the problem is that so much of the funds come primarily from the federal government, but the health insurance and unemployment benefits are distributed through the state and county. The LA County unemployment rate in September 2011 is an amazingly high 12.4%, although last year it was 12.9%, which is even worst. Note that there is an unadjusted LA County unemployment rate, too, which is 12.2%. It's almost as bad throughout the rest of California, which was 11.9% (down from 12.5% a year ago). Rates are broken down into farm and nonfarm employment, and because unemployment went down a little, it was because the nonfarm LA County unemployment was up, to 3.7 million, an increase of a little bit - about 40,000 jobs. The biggest gain was in educational and health services (healthcare is just always growing, it seems), which increased in one month by 17 thousand. There were some losses, too, though, in manufacturing, financial activities, and financial services, but overall, in the last year, unemployment did go down a little bit.
